In part, but more based on his increasing environmental regultation on E&P's, pipeline cos and refiners. Not to mention his avowed interest in raising the price of petroleum products to help spur development of alternative fuels.

The Leiberman issue is just gravy....(unless the Palastinian situation blows up in the next few weeks). It may help gold though, as the Iranians were already considering demanding petroleum payments in Zero's....
