Say can the full system be ported to boats mid ocean?

The Verizon cellular portion won't work in mid-ocean, no matter how strong the phone signal is. For that you need satellite access, like Globalstar.

The Globalstar system offers an ideal extension to Onstar's reach. The system is sound and should be in service for a long time. Unfortunately it's stock, GSTRF, may not survive.
