At least the way it's described, it doesn't sound quite as clear as "didn't read the ballot". It sounds more as if the position of the punch hole was ambiguous. Whether they get to vote again. I know of no similar case, I would guess it's either the votes get counted as is [1st guess] or the whole lot is thrown out [2nd guess]. jttmab
