Bush officials, however, are confident that they will ultimately win Florida's 25
electoral votes.

Bush campaign spokesman Ari Fleischer noted that the overseas ballots, mostly
from the military, tend to vote Republican.


"In 1996 there were 2,300 overseas ballots cast in the 10 days after the
election," Fleischer told NBC's "Today" show. "Bob Dole won 54% of those overseas
ballots at the same time he lost Florida with only 43% of vote."


Even if Bush wins by 20% (60-40) on 2,500 ballots, it will only add 500 votes to his margin. If indeed he has a margin.
