Well, Bush can claim a mandate. Kennedy did, though he stole the election in 1960.

Let's face it, AlGore the Junior should have won in a landslide with the economy. I believe that in all US history no party has ever lost the Presidency with the nation at peace and enjoying this kind prosperity.

Plus, the GOP will control Congress, however narrowly.

On those two points Bush can claim a mandate.

Under any scenario, AlGore the Junior could not claim a mandate.
