Has Gore lost the Electoral college? No. You are confusing two arguments:

1. Bush should step aside because it is becoming clear that some funny business occurred in Fl and he will end up losing anyway

2. Gore wins because of the popular vote.

The arguement that has been put forth is number one combined with the fact that Bush lost the popular vote so stepping aside is the right thing to do. There is no doubt that the winner of the EC is the winner of the election.
