Isn't OR the "mail in ballot" only state. They may be allowing a for mail delays provided ballots received are post marked properly. Have often wondered why there is no uniform voting method? I suspect it has to do with geographic and population spread. Have often thought they should do away with paper ballots in favor of machines in as many places as feasible.
