NH 4 plus OR 7 could have given it to Gore despite FL
But the Nader votes did Gore in. What arrogance on the part of Nader Perot etc. to think that they can impact a 200 year old system. He could have run as senator from OR NH WA etc, but no, he had to run for Prez. What ever the faults of the 2 parties, they know how to pander to specific groups, build coalitions. How else to explain dirt poor WV /AR going for Bush
