I think it may be. But after the fiascoes last night with calling a new winner every other minute, I think it will be signed, sealed and delivered before a formal announcement is made. This makes DEWEY WINS look like a minor typo. -g-

Edit: Gore is apparently going to wait for a couple more days on the recount before saying anything.
