It seems there were some undisclosed irregularities in Palm Beach. In addition, Florida law requires that all elections decided by less than .5% difference has an automatic recount.
Finally, there are a large number of armed servicemen (presumably Bush supporters) whose absentee ballots have yet to be tallied.

All in all, there are a number of things that can make this go either way.

As for the complainers (and there are alot) that one state shouldn't be allowed to determine the President...it shows the low level of intelligence that the American voter has. In this particular election, there are about 10 states you can point to as "deciding" states. Florida just happens to be the last state...due to its being such a close race. Most other state had substantial differentials, or had too few electoral votes to be of consequence at this point.
