Can't stop at the headlines these days; you know how the press hypes things. Here is the first paragraph in the press release for which you posted the URL:

"MIAMI, Florida (CNN) -- A ballot box discovered Wednesday morning by a church preschool employee was a supply case, and was not stuffed with forgotten ballots, Miami-Dade County election officials told CNN."

Doesn't look like a smoking gun to me. :^)
