IT is EXTREMELY unusual for both sides of the President Vote pages to be used.

A 'simple' explanation: (1) punch-able holes in middle are very small, (2) (a) BUSH on right side of page line #1 - Punchhole #1 .... (b) GORE on right side of page line # 2 - Punchhole #3 .... (c) Buchanan on left side of page line #1 - Punchhole #2.

Hence, older less visibly-inclined voters thought hole #2 was Gore when in fact it was Buchanan.
