It would be much much less likely -- of course anything
is possible. Here is how the ballot in Palm Beach county
was laid out:

Bush ----> O
O <-------- Buchanan
Gore ----> O
.
. .
. .

It is clear that Bush is the first hole in the ballot. But
what about Gore? Since he is the second down on the left
column, many people (seems nearly 2000) thought they ought
to punch the second hole down. This was the first and only
ballot among Florida counties with two columns of names,
both of which had their holes lined up in the same vertical
line.

The point of all this is that a lot of people got out of
the voting booth, thought about it, asked around, realized
their mistake and complained way before the
importance of Florida was evident.

I am not saying that the PB ballot was a Republican
conspiracy. Just very poor human factors design that may
very well end up throwing the election to the person the
majority of the people of Florida did not intend to elect
president.

This as well as the fact that Gore got more popular votes
than Bush creates a very clear moral legitimacy dilemma for
a future president Bush. Those who love to preach about
morality, and publicly condemn people who are legally right
but morally wrong, ought to think hard about this.
