Gore led the popular vote in what may turn out to be the closest election in history. With 99 percent of the precincts reporting, Gore had 48,707,413 votes to Bush's 48,609,640, even narrower than the 118,573 vote margin by which John F. Kennedy defeated Richard M. Nixon in 1960.
In the electoral college vote, which constitutionally determines the winner of the presidential race, Gore had 260 to Bush's 246. Two states remained too close to call: Florida, with 25 electoral votes and Oregon with 7.
