Al Gore should be regarded as the President-In-Waiting for the next four years.
In 1824, Andrew Jackson won both the popular and electoral vote but did not achieve a majority. The House of Reps selected John Quincy Adams. 4 years later, Jackson ran again and won.
In 1888, Grover Cleveland won the popular vote but lost the electoral vote to Bejamin Harrison. Four years later, Cleveland ran again and won.
If Bush becomes president, he must govern in an atmosphere where he gets blamed for everything - the economy, interest rates, inflation, lower surpluses, gridlock etc.
Meanwhile, Al Gore just sits back and waits while everybody compares the successes of the Clinton administration to the Bush administration.
