18,000 of how many? 2 million? So you are saying the bottom 1% of Florida society, who can't even follow simple directions, should get a special chance to vote for the next president? Who's to say those voters didn't mean to vote for Buchannan and now want to change their vote because they finally realize they threw away their vote?

I might have bought the "ballots were confusing" argument if I hadn't actually SEEN the ballots. They seemed quite simple and clear to me. You will not convince me, nor most people who have seen them on TV, that the ballots were misleading. I immediately saw the large bold arrows and realized how to use them. Didn't even see what the "issue" was until the announcer explained it.
