In Oregon we have gone to an all mail ballot. About 2 weeks before the election ballots are mailed out to all registered voters. All of these have to be returned no later than 8 PM the day of the election. Postmarks don't count. Actual physical delivery by mail or drop off at a polling station is all that matters. It is totally beyond me why we haven't been able to declare a winner especially when 2/3 of the ballots had been returned before Tuesday.
