This is a clear bull. It is only what I read as stated by one of the local officials. I won't argue that the ballot wasn't confusing.

I'm not an expert on FL ballots but, there are also requirements in FL law as to the listing order of the candidates. Also I'm guessing that all the candidates must be shown on the front of "one page" (so the page doesn't have to be flipped to view the complete selection). Within these constraints, it does look as though text could have been enlarged and a better ballot designed. I've viewed of the other "pictures" on the web of this ballot that didn't show those generous blank margins! But there may be other constraints in those hole-punch ballot systems that would prevent a better design.

I still think it is important that a Democrat had the final approval. This means that it wasn't a Republican conspiracy to trick geezers into voting Buchanan.

Because the Buchanan punch-out hole is on the line between Republican and Democrat space, this must mean that disputed Buchanan votes must be divided equally between Bush and Gore. A confused Republican voter is just as likely to punch out the Buchanan hole as a confused Democrat voter would. This fact is indisputable unless Democrats are more confused than Republicans.
