To me, it is quite straight forward, although in my state (California) the ballots don't have double faced pages. Some people claim they punched the second hole for the second candidate. To me, the arrows are very clear, although the 19K rejected appears to be statisically significant - the case of a butterfly wing flap causing a hurricane. However, IMO, it will be tough to challenge the design of the ballot unless there is law violated saying the ballots have to be single faced.
