Why can't eligible voters be legally presumed to have meant what they did?

The issues are: 1) Are the ballots as formulated legal under Florida law? I suspect that they are. If so, intent doesn't matter; 2) Under Florida law is a defaced ballot a valid one? I doubt it. The law probably says that if you are too stupid to read a ballot properly, then deface it, the defaced ballot doesn't count.

I also suspect that under Florida law, if a voter unintentionally makes a mistake on a ballot, there is a right to have the ballot disqualified at the booth, and have a new one issued so that the unintended one doesn't count. How else can anyone determine after the fact that a mistaken vote has been made? If it can be done after the vote has been cast, the probability of manipulation increases exponentially, as the last few days have so beautifully shown.
