I will explain...........Bush's punchhole is at the top. The second punch hole should have been Gore but they illegally put Buchanan on the right page with a left puchhole between Bush and Gore. People only looking for Gore never saw Buchanan's name and could punch his hole as it was second in line. Some punched both the second and third holes which were both at the Gore level. According to Florida's election code, the second hole had to be Bush........I hope this explains it.
