To know the meaning of the 19,000 invalid votes you must know what the normal rate of invalid votes is. I remember being taught in grammar school the importance of not spoiling a ballot. If the invalid votes resulted from two votes for president (as I have heard) what do you do about it? Flip a coin? If you have a revote who gets to revote? Those who voted before or everyone? If you allowed those who think they voted wrong to vote again how will you know they in fact voted wrong in the first place? How do you know how they voted before to throw that earlier vote out? Take their word for it? What if you suspect they have no earthly idea how they voted before?
