Are these same ballots used in any other Florida counties? If so I wonder what the percentage of ballots is that they throw out because of double voting. If they are used in other places and not many are thrown out for the same reason I think a case could be made for possible fraud especially considering the same precinct had fraud problems in 98. One possible way the fraud could have taken place is for a poll worker to have made the second punch after someone voted for Gore (or any of the other candidates.) I don't really think the above is true. I think the problem was Buchanan's name being placed on the wrong side of the ballot.
