flapjack: I have supervised union workers starting out with my first job out of college (teamsters). Eventually managed pipefitters and other trades. Performed estimating and project management for large construction and demolition projects for years. The rule in estimating was: figure out how many man hours were required to perform a certain task. If using union workers multiply number of hours by 1.25 to 1.5 (1.25 only if you knew the local and through experience you knew they were somewhat productive). The other correlation I noticed: union workers with a strong work ethic were not looked upon favorably by their brethren. The really good ones start their own companies, and try like hell to remain independent.
