The "scoop" is another term for stepping ahead, and seems to imply the same as the term "frontrunning" does

This is actually one of the detrimental effects of decimalization I noticed on some of the less liquid listed stocks in the decimalization pilot. E.g. in SMH it has become increasingly difficult to get limit orders filled unless offering out/bidding into strong buying/selling pressure as the specialist will almost always undercut you by exactly 1 cent (presumably to optimize his inventory position). Such price improvements rarely ever happened when the stock was still trading in fractions and the specialist would have had to give up 6.25 cents to trade ahead.
