A guideline does indicate that to be the case. However, the ballot in question was approved by a Democratic precinct manager and was published in local newspapers.

State law also places some duties on voters when they step into the booth. However, this falls on deaf ears with the democrats as they aren't exactly the party of "personal responsibility". Interestingly, to vote for Gore you would have punched an X to the right of his name. Some people just chose the wrong time for a "senior moment".

The left wing is reaching in the press and in public opinion for an excuse to take a second ballot in a few counties where they predominate. I predict they will fail.
