That's the first I've heard of this one. Can anyone else confirm the story?

Yes, I'll bet GWB is talking to the lawyers about that one. Since Gore did concede over the phone, Bush would have some claim to legitimacy on that basis alone. Or cause for a duel.... <bg>

I'm surprised he didn't cite the Miami Mayoral vote solution in 1997. The circuit court required a re-vote upon determining that there was fraud in that election. The appellate court overturned that ruling and ruled that the results could be determined statistically and gave the mayoral position to the opposing candidate.
