Among the 14 counties missing from Harris' list were Palm Beach, Pinellas and Duval, where Gore got more than 1,350 additional votes in the recount.

Given this (actually Gore's net-net advantage in these three counties is 1289), the chances of 53 (out of 63) producing a net-net advantage of zero is small, but not infinitesimal.
