The ballot may have required closer than normal scrutiny to avoid error however it took that in cooperation with a careless voter to produce a defective ballot. People often fail to pay attention and are careless, it explains the thousands of auto accidents we have each year. I'll bet many would like a second chance there as well.

Many more than not completed the ballot correctly. As we used to say in the service, "There is always that 10%".
