If Gore sues, and the matter goes to the courts, and drags on past January 19, 2001, Congress will pick an acting president who will govern the country until the real president and vice president are selected. However, on January 20, 2001, Clinton is no longer president and Gore is no longer Vice-President.

At the moment, the only legal challenge appears to be to the layout of the Palm Beach ballot. I think that could be resolved fairly quickly. There is a Florida case on point, which held that "mere confusion does not amount to an impediment to the voters' free choice if reasonable time and study will sort it out." The fact that the overwhelming majority of people in Palm Beach were not confused should make the resolution of that question fairly simple; at least that is my opinion and I am sticking to it.-g-

ERG linked this article, it's very good, IMO.
