No, because elections are run on a state by state basis. Therefore, 8pm (or 9 in some states...10 in MO..LOL) is the local time.

HOWEVER, it IS a FEDERAL electoral policy that says that a state's choice CANNOT be announced until the polls IN THAT STATE are closed.
DESPITE this, it appears FLORIDA (what a surprise) was called too early. This is a clear case of the media overstepping their bounds. As a result, it seems many pro-Bush counties in the panhandle may have had voters not show up at the polls because the election had already been called. Which illustrates your point very nicely.
