Votes are not coin flips. People in some districts will be more likely to vote for one candidate then another. Some districts might have more careless election staffs then others. Elderly people who have problems seeing the ballots and might be confused by them might also be more likely to vote for one candidate then another. There are a lot of unpredictable but not completely random factors.
