Believe it or not, there is a whole body of law dealing with this subject -- how to determine whether a partially punched selection counts as a vote. Where it it is a square punch place, it depends on whether two or three of the corners are detached from the card. It could end up with a judge looking at each card. More than you ever wanted to know about the finer details of the democratic process.
