Duke, why not 10 days ? Why not 1 month ? The world can't stop or crash because Well, because there is this thingy in the US Constitution called Due Process. Due Process requires "notice and an opportunity to be heard". The reason for the notice thingy is that a person will have adequate time to prepare. And, please remember, that the absentee ballots CAN NOT be officially counted until the evening of Nov 17, 2000. Both Gore and Bush are assuming they a Bush votes. You know, based on recent experience, we should wait, a little to actually count them.
