The real threat is to Intel's margins in 2001.

Maybe a big reason for Intel's higher ASPs is their server chip market. Unless AMD can eat into that space, maybe intel stays up there.

Why is Dell warning? Is the Intel only strategy starting to hurt them?

The consensus with Dell is that, even though they are growing their enterprise market products, specifically servers and storage, it isn't fast enough. They live in the low end, e.g., the 2-way server area vs. 4-way and 8-way where Compaq dominates. Same in storage. You could make a case in just PC for PC business in Gateway vs. Dell (Gateway doing better) but Gateway made a big splash about their Internet related products turning the tide for them.
