Regarding this lack of mandate issue- I live in a state (MI) where our current governor's intial election was a squeaker. We initially had divided, then identical then 50/50 hose splits. Engler is considered by many to be devisive. Yet with all those points Mi has undergone major tax and social governmental changes. It maybe easier to envoke change when one has a mandate, but it isn't required to envoke change. This might be said for JFK as well, but I don't have the details to support that. ITS LEADERSHIP!!
