There is a NYTimes article addressing the possibility of FL not delivering its 25 electorate votes, either through litigation unsolved by Nov 18, or some other technicalities. If that should happen - that FL would not join the rest of the union in voting officially on Nov 18 - the existing electorate counts (in which Gore leading) would prevail. The legal opinion behind this article suggests that it's not an absolute necessity that the FL electorate votes be included in electing the next president. I am just quoting someone's writing, so please don't shoot the messenger. Ibexx
