My attempts at explaining this theoretically failed; so I'll try a hypothetical example.

Let's say a given precinct has 30000 ballots.
One in a hundred get tossed by the machine because the hole isn't punched sufficiently to be read.

On this basis 300 get tossed.

29,700 get read.

Candidate A outnumbers B 2:1 in the cards which were read

Preliminary tally---

A 19800
B 9900

A leads B by 9900

The 300 cards that were tossed are examined to the point where the intent is clear.

To no one's surprise the ratio of A to B is the same in the tossed cards; 2:1.

A picks up 200
B picks up 100

New tally---

A 20000
B 10000

Net gain for A 100 votes. The margin has widened to 10000 from 9900.

A few more precincts like that and before you know it 400 votes (net) have been added to candidate A.

Candidate A is asked by one of his campaign workers why they didn't do this everywhere.

His answer : Because in the precincts where my opponent was trouncing me, he would be the one gaining votes and my net gains would vanish. If I recount only the votes in the precincts I want, I can make the final count come out anyway I want.
