Why should he have won the electoral vote? the popular vote is not a factor in deciding who's president so it should not be emphasized so much. Gore lost, and now he wants to recount until he's happy, and Bush doesn't want him to do that cause it's wrong. Gore should concede and cease whining.
The major problems you speak of apply to Gore just as much as they apply to Bush.
The final conclusion:
Bush won the first time, the recount, and that's enough. What else is there? Revote when everyone knows that Florida decides the election? That's out of the question. Revote because 10000 people didn't know how to read a ballot and didn't bother to ask someone for clarification? These people shouldn't be voting anyway, and the electoral college was created because of distrust of the public... after 200 years, it's still valid.

Gore lost, and now he wants to use his 75 lawyers to win.
