With all due respect to James Baker, he is absolutely wrong.

JAMES BAKER: What I am saying here is that Florida has voted twice; Governor Bush won the first vote. We have had a transparent and fair and orderly recount, and he has won that. And there have been no challenges, by way of vote fraud or otherwise in the recount.

Florida has NOT voted twice. Governor Bush was announced the winner by the networks based upon a combination of votes from reported precints and those damn exit polls. The second "win" that Baker refers to is the result announced by the AP newswire; the State of Florida [which is kinda important] has not announced any certified winner or any certified vote count.
