Every year millions of American fill out a government form that has no arrows or punches on it. It is a form that confuses even the experts. It is a government created and mandated form that must be filled and filed by all. It is the tax form. Then my intent doesn't matter. Far more complex than a simple ballot with a few arrows.
If you make an honest mistake, tough shit !!! Those are the words of the IRS and thus the law. No media crying about your violation of civil rights and intent to honestly provide accurate information. If you make a mistake which is obviously unintended you will not only have to pay the money but you will pay additional fines.
Apparently Jesse Jackson or the media have no problem with penalties unfairly mandated by the IRS for their complicated form. Penalties are handed out even when the mistake was made at the advice of the IRS. The numbers of disenfranchised taxpayers far exceeds the minuscule 1% of the Florida disenfranchised voters.
Following this standard of logic perhaps those Florida "Oldsters" should be penalized for their errors and we should be debating the appropriate penalties.
