Florida DID elect members of the Electoral College on National Election Day, it just doesn't know who yet. Each political party provides a panel of proposed electors, and whichever candidate wins, those electors "win", too. Bush has a panel of 25 hard-core party Republicans, Gore has a party of 25 hard-core party Democrats, and one of those panels was chosen, but they are in limbo right now.

Lookit - we know that Florida elected a President on National Election Day, either Bush or Gore, but we won't know which one until the votes are all counted. We all know these things take time. This just may take longer than usual.
