We are not judging here the completion of a pass. We are trying to measure the will of the people. This can be quantified. Technology is not necessarily more accurate than people looking at the ballots to see if unpunched ballots were in fact hand marked. It happens and their will should not be denied by a candidate showing a bit too much eagerness to claim victory.
