One problem with the idea of the manual recount is that it is subjective, lacking standards. When voting, an act is called for, and there is a lack of standards to determine how to determine what one's "intent" is without that act. The act of voting is just that -- an ACT of voting. And that simple act is to punch out the tab for the candidate of your choice, double check to make sure it's right, and give it to the election judge.

I'll draw an analogy. If you inadvertently mail an unsigned check with your phone bill to the phone company, did you pay your bill? When the phone company sends you a late notice, do you argue that you already paid the bill, because you intended to sign the check?
