IMO, the first recount can be done be whatever means a party requests. I am not aware that the dems requested a handcount in Palm Beach the first time. They were satisfied with a machine recount. When that did not produce results that satisfied them, the dems wanted a second recount. My point isn't that I'm anti-recount, or even anti-hand recount. My point is that there should be no more than one recount. The nation cannot permit Gore to keep recounting until he gets the right number, only to have Gore immediately demand Bush concede despite Bush apparently winning the first two counts (which are historically the most accurate). Gore has lost twice now in Florida. Assuming that the absentee ballots do not make up the difference, he must put the country's interests over his own and walk away.

And FWIW, I am not aware of any constitutional right to have one's ballot counted by hand. I'd like to see the dems' arguments for why this must be done.
