The hotly-contested Florida presidential election results may yet turn on still-uncounted absentee ballots from military personnel overseas. These ballots must be postmarked no later than Nov. 7, but can be received and counted as late as Nov. 17.

A Pentagon spokesman said on Nov. 8 that 149,000 absentee ballots were sent to military men, women and family members, 24,241 of whom are stationed overseas. According to Florida voting officials, there are 7,000 overseas absentee ballots still outstanding.

On Nov. 6, the day before 2000 general election, the Defense Department began sending questionnaires to a random sampling of U.S. citizens covered under the Uniformed and Overseas Citizens Absentee Voting Act in a move to upgrade the absentee balloting program for the next election cycle....
