Recounts do change election results but not very often. There have been too few really close presidential for a recount to effect the outcome. But we may have one this year.

2 of the 3 electoral college tangles in the 19th century resulted in duels. Maybe we should have another duel with pistols, seconds and everything. It would make a great TV special.
