It may not be that simple. What if the Republican set of electors from Florida appear the EC and seek to vote for Bush? (If this happens - expect the dem electors to also appear.)

If that happens, the House of Representatives becomes the judge of who to accept as valid electors. This ability to "seat" the electors vested in the HOR, makes them the ultimate judge in the court of determining who will be the next President of the US.
