Thickness of the stylus, alignment of the card, all of these things can be dimensionally out of tolerance. Chads piling up underneath for instance could alter what force is required to punch. Factor that in with elderly voters and sure there is plenty of opportunity to get less than a 100% chad separation.

We have the same punch ballots in Illinois. Takes all of 3 ounces to punch the ballot.

If after this process Bush is still leading or even widened his lead, think what stronger footing Bush will be on. Why does he deny himself the opportunity to actually build consensus by lunging so prematurely at the brass ring?
