Your prediction was correct: more bugs.
Blocking a hand count will be an effective strategy to avoid the discovery of incorrectly counted ballots.
I believe Bush, if he wants to win, must be be effective in blocking a hand count, otherwise, the votes that were meant for Gore would be discovered, thus, open for legal battle.
By blocking a hand count this would prevent a legal battle, and could ensure Bush wins.
I believe if Bush succeeds in blocking, he'll win.
My opinion on all of this? There are a lot of bugs in this system - in both directions - take a look at my next post for yet another party that's to be blamed.
